Unlocking Potential: A Comprehensive Analysis of Inclusive Education Policies for Children with Disabilities in Nepal

Abstract: Special Education Council was established in 1973 after the 1971 National Education System Plan transformed inclusive education in Nepal. Despite delays, 2015 constitutional mandates and 2019 National Education Policy support inclusive education. This review article examines Nepal's inclusive education policies from 1996 to 2017 focusing on changes and challenges. Recent successes include the 2010 ratification of the Convention on the Rights of Persons with Disabilities and the 2018 Compulsory and Free Education Act. The 2019 policy merger and 2076 Education Policy lack inclusive education implementation plans, indicating areas needing improvement. Utilizing Policy Implementation Theory alongside SWOT Analysis, this study endeavors to assess the efficacy of existing policies, evaluate historical adaptations, and scrutinize adherence to international commitments within the Nepalese context. As the International Institute for Educational Planning highlights, legislative frameworks play a pivotal role in fostering parity and inclusivity, underscoring the imperative for stakeholder consensus. Nepal's 2015 constitution meets international standards; however, physical accessibility is still a concern. The study focuses on accessibility, inclusive party laws, manifestos, and collaboration with OPDs, which are recommended for effective representation. Similarly, equal education and employment require inclusive curriculum design and barrier removal in inclusive education and vocational training. Nepal faces policy discrepancies, a lack of trained special educators, and insufficient resources. Implementing inclusive education policies in Nepal is challenging due to contextual, organizational, and policy barriers. It requires infrastructure investments, awareness campaigns, and targeted regulations. Abstract: The purposes of this study were to develop the design of virtual reality content using eyes and to investigate the usability of the virtual reality content for nonverbal students with severe disabilities. A 360-degree video in which a narrator introduces scientific activities (momentum, earthquake, gravity, robot dance) and experiences them at Chungnam Science Education Center was produced. Next, the virtual reality content for the video were designed for users to manipulate image buttons with their eyes so that users can select and experience images. Users can select and view images of scientific activity by staring and blinking using the HTC-VIVE Pro Eye, which combines eye tracking technology. The virtual reality content using eyes were designed and developed in accordance with the guidelines for supporting self-determination of students with severe disabilities. In order to investigate the usability of the VR content, 37 special education teachers who had special teacher certificates and had experience in teaching students with severe disabilities answered questions after using the VR content. The teachers evaluated as "neutral" in some usability evaluation categories (e.g., Self-determination, Ease of manipulation, Ease of Understanding, Effectiveness, Efficiency of class preparation, Efficiency in teaching, Appropriateness of content organization). When developing VR contents for students with severe disabilities, developers can design visual images in order for students with severe disabilities to understand easily and establish user interface in users’ eye conditions and operational capabilities. VR contents can be designed in relation to subject areas so that teachers can use them as educational materials.

Abstract: Heidegger in attunement and understanding quests genuine Dasein who disclosed to the world authentically. Definitely, Heidegger’s genuine Dasein is distant from Descartes subject and not considering its relationship with the world and people base on subject- object relationship. It is aware of its worldliness and its understanding of it, therefore cannot consider itself superior than other race and people or like the modern man cannot consider itself a model for others. Thus, it is possible to establish human relationships that are no longer based on the subject-object relationship. Hence, in this essay, these basic existentialia of human being studied and its educational implications are examined. As a philosophical research, attunement and understanding from Heidegger’s viewpoint are declared, and then in educational context some guidelines such as attention to students’ mood, interest, understanding, and interpreting are inferred for policy makers and for an effective curriculum. Moreover, drawing hermeneutical cycle of understanding the importance of students’ preconceptions is raised. Elaborating the process of evaluating and the worlds involved in learning canalso help teachers to be more fair and effective which are discussed in the paper.

Abstract: This research aims toexplains the e-module descriptive text with local wisdom content and the results of its implementation in differentiated learning in class VII. The local wisdom content developed in the descriptive text e-module is in the form of historical buildings, traditional food, art and the work of local people which are characteristic of Cirebon. The problem formulation of this research is how appropriate is the e-module descriptive text with local wisdom content and the results of its implementation in differentiated learning in class VII. The method used is the research and development (R&D) method with the ADDIE development model. The data sources for this research are questionnaires resulting from the expert team's validation, student response questionnaires, and the results of the implementation of descriptive text e-modules containing local wisdom in differentiated learning in class VII. The results of this research were 95.38% declared very valid and the student scores obtained were in the range of 70 to 100 so that the descriptive text e-module with local wisdom content in differentiated learning in grade VII is suitable for use as an alternative Bahasa Indonesia teaching material at the junior high school level in descriptive text topic.

Abstract: A syllabus is an arrangement of subjects and a plan for a course of study. It enables visualization of the big picture of the course structure. Syllabi play various valuable functions, including providing information about the communication mechanism between the teacher and students, a planning tool for instructors, a course plan for learners, a source for learning materials or additional readings, a guide that learners can use in their learning both in-class and out-of-class, and it can also serve as a contract or written agreement between learners and instructors or their institutions about learning outcomes. Education today is more interactive, and courses are increasingly multimedia-rich; therefore, syllabi need to be interactive as well. In designing and developing an interactive syllabus for Smart Training for Arabic-speaking Residents on Technology START e-Business Training, learners can visualize the structure of training, search its contents, access frequently asked questions, and explore additional resources. This paper discusses the best strategies used to design START e-Business Training's interactive syllabus and the tools employed to develop it, as a core component of the design-based research DBR methodology. The paper also outlines some challenges in developing an interactive multimedia-rich syllabus, especially with accessibility features, and proposes solutions to overcome these challenges from the perspectives of educators and learning designers. Additionally, the paper explores the iterative process of feedback incorporation and continuous improvement essential to maintaining the syllabus's relevance and effectiveness. By leveraging advanced technological tools and user-centric design principles, the interactive syllabus aims to enhance learner engagement and support diverse learning needs. The discussion includes an evaluation of the pedagogical impacts of the interactive syllabus and its potential to serve as a model for future educational design projects. Furthermore, the implications for broader application in various educational contexts are considered, highlighting the importance of adaptability and innovation in modern educational practices.

Abstract: In Hong Kong adolescent mental health is of great concern, with both the number of suicides and the suicide ideation figures doubling in recent years. As such there is an increasing need to implement positive education programmes in schools in order to equip students with skills to counteract mental health crises. This study evaluated a positive education (PosEd) programme for sixth-form students attending an international school in Hong Kong. Employing a mixed methods quasi-experimental design, a purposive sample of 102 sixth-form students was recruited for this study. Quantitative data was collected utilising three norm-referenced questionnaires pre and post intervention, while semi-structured interviews with two focus groups (N =15) formed the bulk of the qualitative data. Quantitative results demonstrated a slight decrease in all self-reported measures post-intervention, which was not the desired or expected outcome. Employing the acronym EQUIP, qualitative findings provided useful information as to possible reasons why the students felt the outcomes of the programme were not helpful, affirming or constructive. The importance of the contribution of this research to addressing how such programmes can be tailored to more effectively meet the needs of the students is discussed, with recommendations for future research.

Abstract: The study assessed the implementation of the English language Competence Based Curriculum (CBC) in Tanzanian secondary schools, with a focus on Mtama District. The study employed the Communicative Competence Model (CCM) to guide the study. Data were collected in Mtama District in April 2023, where the study used a mixed methods design involving random and purposeful sampling. The study focused on 21 English teachers and 380 students, employing a complementary research design that integrated qualitative methods such as interviews with quantitative techniques like Likert scale questionnaires. The findings revealed that English teachers in Mtama District implement CBC at a medium level; the study sheds light on the practical aspects of CBC performance, providing an understanding of approaches, strategies, and methods. The study concludes that the successful implementation of the CBC is a collective responsibility, and it is crucial for English teachers to be proactive in their training and development. The study also recommends the effectiveness of different models of English teacher training and professional development programs, specifically to CBC methodologies and innovative teaching strategies and pedagogical approaches that enhance the integration of CBC principles in English language teaching.

Abstract: The increasing role of learning resources, electronic publishing, and the emergence of new innovations in LRCs necessitate significant changes in educational schemes, systems, methods, and resources. Studies highlight the significance of a school resource center in aiding students and teachers in designing, producing, using, and delivering resource materials, improving classroom environments, and providing a diverse range of learning resources. This study examines the perceived and expected service quality at the Learning Resources Center of Seeb International School in Oman. As well as investigating the significant differences in service quality due to some variables (gender, job, and experience). Utilizing the SERVQUAL model, the research explores five dimensions of service quality: reliability, responsiveness, assurance, tangibility, and empathy. The sample group comprised 15 participants, including teachers and administrators. The findings indicate that participants at Seeb International School's LRC perceive a higher level of service quality than predicted by the SERVQUAL model, with favorable opinions and high mean scores suggesting their expectations have been met or exceeded. The analysis reveals that gender does not significantly impact perceived service quality, but job category influences perceptions, with administrators rating service quality lower than teachers. Additionally, experience plays a significant role, as participants with more experience rate service quality higher than those with less experience. These results contribute to understanding service quality at the LRC of private schools in Oman and provide valuable insights for school administrators to enhance their learning resource services.

Abstract: Online and offline blended teaching mode is a new teaching mode which is in line with the needs of college English teaching reform and can effectively stimulate students’ interest in English learning. In college Engligh teaching, the improvement of reading ability is crucial for students to acquire knowledge. Moreover, English reading ability is the premise of developing other language skills. College English reading teaching has achieved a certain success at present, but there are still a lot of problems. For some students, their reading ability is still low, and their analytical ability is poor, which are not conducive to improve students’ listening, speaking, writing and translation abilities. Due to these problems, with the guidance of production-oriented approach (POA), this paper makes an empirical study on online and offline blended teaching mode of college English reading teaching for non-English majors in our university by means of data analysis and questionnaire survey. This paper tries to explore the following questions: 1) Whether online and offline blended teaching mode can improve English reading ability of non-English majors? 2) Does online and offline blended teaching mode affect students’ learning motivation, learning attitude and learning behavior? 3) What are the advantages of online and offline blended teaching mode? Through the study, it is found that online and offline blended teaching mode of college English reading teaching can effectively stimulate students’ interest in English learning and improve their English academic performance. On the other hand, it is also found that online and offline blended teaching mode has higher requirements for teachers’ teaching ability. This study has practical significance for improving online and offline blended teaching mode of college English reading teaching and enhancing the reading ability of non-English majors.

Abstract: Introduction: Making schools smarter is one of the new approaches in the field of education, which will transform the teaching and learning process by making changes in the curricula. Considering the importance of the school's role in the formation of students' talent and ability, and the importance of education and the importance of the quality of education, in this research, an attempt has been made to identify the benefits of intelligentization in schools. Method: This research was done with the method of content analysis. First, 24 people were purposefully selected to conduct the interview, and after conducting the interview, the data analysis process was carried out with maxqda10 software. After extracting the open codes, these codes were categorized and placed in subcategories, and finally, by categorizing the subcategories, the main categories were identified and extracted. Results: By analyzing the data, 7 main categories and 36 sub-categories were identified as the benefits of making schools smarter. Conclusion: The results of the research showed that the quality of education in schools can be improved by using emerging technologies in making schools smarter.

Abstract: The National Virtual Simulation Experimental Teaching Project (NVSETP) is one of the five "Golden Courses" launched by the Ministry of Education (MoE) of the People's Republic of China. These courses need to adhere to the Golden Course standards, which include offering a curriculum that is innovative, challenging, and designed to develop higher-order thinking skills through rich content and novel teaching methods. Students receive opportunities for both practical and theoretical learning that guide them in engaging in innovative thinking and practice. This article discusses the teaching design for practical courses based on Virtual Simulation Technology, grounded in the Outcome Based Education, and drawing from the construction of the first batch of NVSETP Teaching Centers and Projects. It primarily addresses four aspects of teaching: objectives, curriculum content, methods, and assessment. Taking the lack of real experimental engineering conditions and high-risk, high-cost practical operations as the starting point, this paper designs the teaching content and methods; Revising the traditional experimental teaching process, this paper adopt blended learning methods. Evaluates the learning effect of students through the real-time feedback of virtual simulation software, further reforms the teaching and improves the teaching effect. The paper provides a reference for constructing Virtual Simulation Experimental Teaching Projects and reforming practical course teaching.
